BACKGROUND:

Located in The Hilltop Plaza Shopping Center, the subject property, is located east of Hilltop Mall. The building site consists of approximately 18,000 square feet. In the Hilltop District, the property is situated in close proximity to the Hilltop Century Theaters on Klose Way, approximately 400 feet east of the intersection of Blume Drive and Klose Way. The site, which is currently being used as a surface parking lot, bordered to the west to the recently renovated Mechanics Bank and to the east to the Hilltop Century Theaters.

PROPOSAL:

The proposed project consists of a 7,000 square foot commercial building for a new restaurant and three retail spaces. The building is proposed along the western side of the site with parking located to the east. The proposed restaurant would be approximately 2,500 square feet, including a mezzanine level. The restaurant is proposed in front of the building with a patio garden facing the street. The parking area would include 26 parking spaces with trees, landscape planters, and storm drainage areas. Proposed retail spaces are approximately 4,500 square feet total.

As proposed, the building design is characterized by two opposite shed roofs at the front and rear of the building to resemble the style of the Mechanics Bank's building entry. The highest point of the roof shed is 30 feet from the ground. Between these two elements, the building has a flat roof with a maximum building height of 14 feet. This area of the roof will provide a roof deck with a laminated glass railing along the perimeter for wind protection to be used for additional restaurant dining and for employees.

The entry to the retail spaces will be from the parking lot and will consist of building projections with a metal entry canopy. The building has a contemporary style consisting of large aluminum store windows providing transparency to the street. It features sleek metal awnings and building projections with various materials to embrace the modem style.
